Monica C. Parchment joined Fausti & Associates as a senior associate in April 2002. Ms. Parchment specializes in federal and state government contracts law. Prior to accepting a position with Fausti & Associates, Ms. Parchment was an associate with the law firm of Venable, Baetjer, Howard and Civiletti, LLP in the Government Contracts Practice Group.
Ms. Parchment represents government contractors in bid protests before the GAO, federal courts and various agency boards. She also represents clients in pursuing contract disputes against the Government, such as delay, disruption, and wrongful terminations for default claims. In addition, she frequently counsels clients on various matters specifically relating to federal laws such as the Service Contract Act and the Buy American Act, as well as various agency regulations which impact contractor award and performance.
Ms. Parchment also provides contract administration assistance to companies which includes reviewing and analyzing legal and performance terms in federal and state solicitations and related subcontracts and teaming agreements. She also assists in the negotiation of the prime contract and subcontract terms and conditions at the federal, state and local level. Ms. Parchment’s responsibilities also include supporting the firm’s Compliance practice which involves, amongst other things, providing advice to various corporations regarding the many legal issues that impact a company’s business operations, the best methods of ensuring compliance with applicable laws and regulations, and making necessary recommendations for improvement of corporate quality control systems.
As the Continuing Legal Education ("CLE") Coordinator for the National Bar Association’s Small Business Development Committee, Ms. Parchment remains current on legal and business topics of interest to small businesses and legal practitioners. In addition, in this capacity, she is also extensively involved in selecting and organizing the small business CLE programs that will be hosted by the National Bar Association at its yearly Convention.
Ms. Parchment is also familiar with federal and state small business and socioeconomic programs and has frequently provided counseling and assistance to small businesses in gaining entrance into these programs and dealing with the myriad of procurement regulations that impact their contract performance. She also supports Fausti & Associates in its representation of the National Association of Aircraft & Communication Suppliers ("NAACS").
Ms. Parchment received her undergraduate degree from Mount Saint Mary’s College in 1993 and her law degree from the George Washington University in 1996. She is also a member of the American Bar Association’s Section on Public Contract Law, the Federal Bar Association, and the National Bar Association. She is admitted to practice law in the District of Columbia and the State of Virginia.
